It appears to have no logical direction in that it appears to me that an area is excavated, utilities of some type are installed and then back filled and compacted shortly afterward this same area is excavated again and the same process is completed a second time. Why did'nt the PM or the GC start at one end and complete the work thats being done and proceed down Williams Dr.until you get to the other end??? I'm not an Engineer however I have been involved in construction forover 35 yearsand this project has got me stumped! Maybe someone can give me a logical answer to the following question

The shoulders provide a place for bicyclists. The sign was damaged by the contractor during waterline installation. The brick pillars were rebuilt quickly, but the sign is taking longer.
