Update, September 4, 2009 from PBS&J: No work will be performed on the project on Monday, September 7 due to Labor Day holiday. Asphalt overlay work will resume after the holiday and continue until approximately September 16. One lane of traffic will be maintained in each direction during this operation. Where the new asphalt overlay has been placed, there will be a new striping layout that will include a continuous left turn lane and one lane in each direction. This striping pattern matches the final striping layout. To facilitate the new three-lane layout, the shoulders on each side of the roadway will be eliminated during this phase of construction.
Once water and phone line relocations are completed (approx. October 1), the roadway reconstruction work between Jim Hogg Road and the Scott and White driveway will begin. This work will consist of shifting traffic to the south, eliminating the south shoulder to construct the north half of the new roadway, then shifting traffic onto the new north half to construct the south side.
Background: Williamson County is partnering with the city of Georgetown to widen Williams Drive/RM 2338 from two lanes to four lanes with a center turn lane from DB Wood Road to FM 3405. The roadway also will include shoulders and no curbs. J.C. Evans Construction is the contractor and Cobb/Finley is the project engineer. Construction is anticipated to take approximately two years. The total cost of the project is $17 million.
Project Overview:
Williams Drive/RM 2338, which is currently a two-lane road, will be widened to four lanes with a center turn lane from DB Wood Road to Ronald Reagan Boulevard. The completed roadway will continue to be a rural section including wide shoulders and no curbs. The project is being completed in two phases.
Phase 1 from DB Wood Road to FM 3405 is a joint project between the City of Georgetown and Williamson County. The two entities are funding the project due to the recision of funding from the Texas Department of Transportation (TxDOT).
Phase 2 is from FM 3405 to Ronald Reagan Boulevard and is funded through the TxDOT Pass-Through Financing Program. The program allows counties to front the money for the design and construction of road projects with the state reimbursing the county for most of the expenses, almost 90 percent of the cost. Williamson County will count the number of cars using the improved roads and TxDOT will use the traffic counts to pay the county back semi-annually over a 10 to 20 year period.
Status:
11-9-09 Williams Drive Widening Status: Utilities relocations are underway; along with sub-grade work in various locations. Atmos is complete and PEC is at about 95% complete with relocation. Verizon is continuing with relocation and has been slowed by weather.
Traffic impacts:
Williams Drive/RM 2338 will remain open to traffic during the construction phases with one traffic lane open in each direction at all times.
Funding:
Phase 1 is estimated to cost $22 million. Of that total cost, $8.8 is to be funded with federal revenue through an award by CAMPO (Capital Area Metropolitan Planning Organization). Of the remaining $13.2 million project cost, the City is providing funding for 65 percent ($8.6 million), which covers the segment that is in City Limits from DB Wood Road to Jim Hogg Road. The County is providing funding for remaining 35 percent ($4.6 million), which covers the segment that is in the County from Jim Hogg Road to FM 3405. Note that the City of Georgetown has committed to funding the project, so it is not included in the road bond package on the November 4, 2008 ballot.
The preliminary cost estimate for Phase 2 is $10.4 million to be paid for from the County revenue bonds and reimbursed by TxDOT through the pass-through financing.
Project timeline:
Construction has begun on the segment from DB Wood to FM 3405, with roadway construction expected to start in the first quarter of 2009. The entire project is scheduled for completion in the first quarter of 2011.

WHAT IS GOING ON WITH CR 247? ARE THEY PLANNING ON WIDENING THAT TOO?
I checked with Williamson County, and the county engineer says they do not have plans to widen CR 247. For information about county road projects, go to http://www.wilco.org and look for the Road Bond Program link. They provide weekly updates on many of their road projects.

Will there be 2 left turn lanes from Del Webb Blvd. to Williams Drive, and one separate lane to turn right on Williams Drive? As our area grows, the lines to turn left become longer andlonger. We sure would appreciate the extra help.
I’m curious if there will be traffic signals put at the Scott and White entrance on Williams Drive. That is an extremely dangerous area and signals are certainly needed.
The Williams Drive Construction plans do not provide for a signal to be installed at the entrance to Scott and White on Williams Drive. Under state statutes, all signals must meet “warrants” before they may be installed. Based upon this request, the City will initiate a traffic investigation/warrant study to determine if the location would meet warrants for a new signal installation under the guidelines required by state statutes.

Will part of this project be diverting traffic around the city via Inner Loop road? (I’m not sure where Jim Hogg Road is.) We really need to get the big trucks out of the middle of downtown — it seems to be getting worse all the time.
Funding for the 29 Bypass Study was included in the Prop 1 road bond package approved by the voters in November. Along with funding from other sources, that study will look at routes for a southern bypass for SH 29. For details on the study, go to http://bonds.georgetown.org/2008/09/11/sh-29-routing-study/. SE Inner Loop is one half of that bypass. The southwest segment has not been constructed.

I do not see an answer to Linda Cormack’s, March 6, question as follows:

Do you know if there will be a light at Jim Hogg Road and Williams Drive? I live in the subdivision and with the new funeral home and church in front of the subdivision, we are going to encounter even more traffic. It would probably help the church and the funeral home to be able to make left hand turns (heading west) out of their entrances as well if there was a light there at Jim Hogg. Thanks.
According to the City’s construction engineer, there are no plans to install signals at the intersection of Williams Drive and Jim Hogg Road as part of the Williams Drive Improvements Project.
Is 3405 connecting to 4-T Ranch Rd/subdivision?
Who will take down and dispose of the sign structure on the south side of Williams Dr. opposite Del Webb Blvd?
The sign structure opposite Del Webb Boulevard, along the south side of Williams Drive, will be taken down and salvaged by the contractor for the Williams Drive Widening Project.

Is the sign at the entrance of Gabriel Estates (Penny ln) going to be replaced?

Yes and it should be very soon. The sign was damaged by the contractor during waterline installation. The brick pillars were rebuilt quickly, but the sign is taking longer. As soon as it arrives from the sign company it will be installed.
will the shoulders still be as wide so cyclist can still ride safely?
There will be two travel lanes in each direction with shoulders, plus a continuous two way left turn lane throughout the length of Williams Drive. The shoulders provide a place for bicyclists.

Does the plan include adding crosswalks at the intersection of Williams Drive and DB Wood/Shell Rd? We could certainly use them….
